Different injectors most definitely have different Injector Offset curves. In fact, that's not limited to just rated sizes of injectors. A Bosch EV1 24lb injector isn't likely to have the same Injector Offset curve as a Bosch 24lb EV6 injector or a Denso 24lb injector. The mechanical construction of each of those is no doubt different, so the characteristics of how responsive it opens and closes will be different as well. Looking at the 97 Explorer 5.0L tune which has 19lb EV6 injectors has significantly lower Injector Offsets across the voltage range as compared to the Injector Offset curve in the GUFx EECs, which is for EV1 era 19lb injectors. That tells me they made improvements, not only to the spray pattern, but also in the injector's responsiveness to open and close...thus reducing the amount of compensation required in the Injector Offset function.
