ALSO! would anyone be able to tell me about how a 28 offset would sit in the wheel well?? would it be flush with the fenders or would it stick out..? i have no knowledge of offsets as you can tell. thanks everyone

16x7 +28mm offset wheels will fit just fine in our cars. However, the wheel will be very sunken inward, almost identical to stock.

It all really depends on what look you are going for, and also what suspension setup you are running. If you have a drop anywhere from 1-3", I think the wheels will look awkward with the camber/toe change.

I suggest you look for a set of lower offset wheels, something between +10-25mm, 7-8" wide.

how about using a spacer to bring the wheels flush with the fenders?

If it's ET +28mm, then you are going to need at least 25+mm spacers, front and back. That's going to look terrible too.
