The question about the tint was totally bypassed... How are the lights tinted, is the glass (or plastic if aftermarket) actually tinted, was there a tinting agnet or paint used on the lenses, or has a tinted palstic been added (like window tint)?
Any light that has to shine through a tinted surface will definitely be dulled and not as bright as it shining through a non-tinte or clear surface. Personally, tinted headlights are a good "show" item or only on a vehicle used only for day driving, but for night time driving, they are not all that safe due to their limited light output for both the driver and any oncoming traffic. In some US States, you can also be fined or ticketed for having tinted headlights or taillights (and of course window tint if on the front pass. & driver side windows).
