Might still be bad. I'd carefully short the two wires together with a bit of wire to double check or run a continuity test with your trusty digital multi-meter.
If it's not that, might be fuse 17 too, from what I've been told in the BMW ETM.
I'd also double check the positive block on the firewall (where the + starter lead wire comes out of) to be sure a wire isn't loose or broken. Maybe R&R'ing the starter bumped something?
