Anyone recognize this problem/noise?

car is not starting and when i turn the key I get a high pitched whine. sounds like something is just spinning from within the engine. i pulled out the first spark plug and it was covered in oil. could my timing be off? how hard of a fix is this?

fyi its not the starter car is getting plenty of juice..
