Interlock Cable prevent start e36??

Guys, as the title suggests, can the interlock cable prevent car from starting, say it is completely disconnected, does the car think it's still in gear? as far as adjusting the bugger is there any tips out there? thanks in advance.

just to confirm for future references the shift interlock cable does not prevent the car from starting.
