I'm currently rebuilding a 92' e36 and none of my gauges work, speedo, tach, gas, nothing. The instrument cluster is getting power however as most of the idiot lights still flash at me. Quite perplexing, has anyone heard of this before or have any ideas for how to remedy this?

I have an old e34 that needed new capacitors.  No gauges worked before I started, three worked after...and the little status bar underneath never did come back.

I'd figure a used cluster might be your best solution, or a rebuilt SI/backplane board.  I've seen them on EBay for like $140 with a one year warranty.  Used ones can be much less, but you're taking your chances.
