Weird heater problem!

The heater on my 91' 318is is acting weird.  The heat works great at settings 3 and 4 but when the speed is set to 0, 1 or 2 all I get is cold air. :confused: Does anyone have any ideas?  Right now I am just driving around with the blower on 3 and the noise gets annoying after a while.  Thanks.

Yeah, I'm thinking maybe there is a flap that is stuck in the open position but then blown shut when the blower is turned higher... I don't know how the system works though.  Also the temperature control knob only has a range of adjustment from 3/4 the way hot to 100% hot. The other 75% of the range of motion does nothing.  I'm thinking this has something to do with it but I'm not sure how hard it would be to swap the controls as I am guessing that they are cable driven.

I have similar situation with speed 1 only.
My temp knob is not as uneven as yours but not anywhere like it was intended I believe.
From bottom of blue, it starts to add heat, just not as smooth as it suggests.
Setting fan to 2 or 3, or 4 is fine.
Weird Science :)
