Idles fine; bogs and hesitation though

I am new to the m42, so I do not the characterisitcs.

Car sat for a long time until I bought it.  I finally got it running and adjusted the idle to around 750 RPM.  The problem is when taking off from idle, the cars has trouble going.  The throttle response at idle is horrible and requires that I give a lot of gas to get the car moving.  It has the characterisitics that it wants to die and has a couple of times.  It is not throwing codes...

Any ideas?
Does the ECU have a natural programming time and if so, how long?

Items I have replaced:

All vacuum and water hoses
fuel pump
fuel filter
ecu
upper and lower intake gaskets
crank sensor
belts
