erratic fuel gauge?

I've begun noticing this strange behavior with my fuel gauge. When I am driving the car for about the first 20min my fuel gauge is stuck on full regardless of how much fuel is actually in the tank (I definitely want to believe it). After that it goes down, but still moves around a lot.

I don't know if this could be related, but my fuel pump runs a lot and its a bit loud. Yeah, I changed the fuel filter, no difference.

Anyone experienced this?
