Bought a car that won't start

So I guess a stupid question is in order. The plug wires are numbered 1234 and are connected to corresponding numbers 1234 on the coil pack. But then they are connected at the plugs not in the 1234 order from the front of the engine. Is this as wrong as it looks to me? I have read that they fire in pairs. Is this correct? Does it fire 1-3 and then 4-2 ? Thanks for any help.

Do the plug wires go: wire #1 to cylinder #1 etc.?

Thanks all. Wires were crossed by PO. He used the length method. Car runs fine now.
