Exhaust manifold to cat. Coupler bolts

What is the set up between the header and the cat, there are 4 nuts, on are they studs?  Mine are rusted into dust and need to be removed so the question is do I drill them out, try to turn them out, or beat them out?

Either way there is no way those things are going to have nuts put back on them they have to go.
