The chart is measuring lift at specified degree of rotation.

The measurements are made with a degree wheel, and a dialguage. With the guage-point resting on the camlobe directly.  This is not the best way to do it, i prefer to measure the camlift directly on the lifter, this gives more accurate lift curves. As the lobe-footprint is not always at the center of the cam.
