The whine is most obvious under 3000rpm. Above that there's other noises that compete with it. Between 1500rpm and 300rpm the whine is the dominant noise and can be heard with the windows up or down, as long as the inside fan is in the 1st or 2nd setting. The 3rd setting drowns out the noise.
Also I have a new vibration between 2600rpm and 2900rpm in idle that is pretty agricultural. The whole car vibrated and the steering wheel vibrated. No vibrations above 3000rpm and below 2600rpm, the vibrations are actually slightly better than they used to be -at about 80% of their old levels. This new vibration seems about 3 times as bad as the old vibration at about 2000rpm. BTW, my mechanic even mounted the pulleys back in the same orientation as before. Plus I can't see anything other than the flywheel or the crank having enough mass to cause this kind of vibration at 2600-2900rpm.
