I'd say it’s Swedish. But still doesn’t make very much sense.
It's Swedish.
Poor knowldege in foreign languages is the major problem over there, you see there is life outside the USA.... When you have a top quality education, you will learn what people speak/write in the other countries. I can easily read Finnish, Swedish, Norweigan,Danish,English,German,French and a bit of Estonian.

In the United Kingdom, Australia, Japan and Canada, as well as the partner countries/economies Liechtenstein, Slovenia and Hong Kong-China, between 2 and 3% reached Level 6."
