some more info please...
does it idle ok ?
does it run well until it gets to 37 mpg? ( 37 in 1st gear is not bad ;)  )
What year and model is it ? How many miles on the car? What kind of shape? Was it well maintained ?
Is it hesitating ? spit and sputtering ?
do you have the gas pedal to the floor at 37?
Have you done any basic tune up to the car ??? I.E.  plugs, wires, air filter ,gas filter ? There are a lot of things it could be .
We can't help ya if you don't give us good information .
Thanks

fuel filter, visual check on plugs and airfilter, check for a good spark by grounding out the plug on something, this rules out plugs and wires.

how does it idle?

Are you saying the car sat in the same spot for a long time?

Did you put any stabilizer in the gas tank when the car sat for that period of time?

Have you run fresh fuel in the car since storage?

As asked earlier - how does the car idle?

Is your check engine light on?

Are there any issues with mice in the garage or area of storage?

Ah hah - you might be onto something. A frayed TPS harness will cause the car to run terrible and sometimes not even start at all. The area where there's a rubber boot/sheath around the connector is usually where the wires break.

While the car is running - tug on the wires and see if the car stalls completely or get's better intermittently. You can splice the wiring and fix the breaks or you can source a used harness to make another connector.

G.Luck.

maybe the wires ... but i changed all the wire cracks by crimping them together with new wires .. checked voltage. .. didnt work ( with engine on idleing at 2,700rpm )  then i put it back together then by hand pulled the throttle wire to full-open throttle ... stop'ed at 4,800rpm thought maybe the TPS was dead got new one from local bmw store replaced and did same thing .. 4,800rpm is there anything of the ECU dieing with no fuse's blowing ?

how are the connections on the new wires, did you solder them or just crimp? because that connection and resistance could be changing the signal thats being sent.
