crankshaft balancer?

I need to have a dual serpentine pulley made, similar to what another member posted about here this year but with both pulleys the same size.

Looking at the original pulley, other than having what looks like a small weight on the front of the pulley, I don't see anything that looks like what I know harmonic balancers to look like.  I have seen that the M42 uses one though, so the question.

Is there a balancer there? How does it work? What is the penalty of not using one?

I had misunderstood the OEM diagram, the damper is the piece with the crank position teeth, not the pulley. Problem solved.

There is no any penalty. Lots of cars do not use any balancers and works well. The only thing that it could affect A/C compressor or generator life.
