When the car in sitting at idle it appears to be running rough. With driving there is no RPM interruption. Could it be the ICV?

Most common causes are the rubber hoses and junctions (check for cracks and deteroriated rubber) in the intake or the ICV (try cleaning it).

Remove Lehrlauf (IDLE REGULATING VALVE). clean it with nitro and mount it back. if it will be better, than that's the cause. it was on mine. replaced it and it works like a clock
Try hitting it gently (knocking on it) to see if the idle will change a bit.

I appreciate the help. Going to work on it Thanksgiving Day. In the meantime I can deal with. Do you have to take off the intake manifold to work on the hoses?
Any thoughts on plug brand?

no, you just have to unplug the hoses and wiring, and have one screw do deal with
