I had a pair of eBay hids 35w in my lows before I recently bought a pair from DDM 55w with big ballast to upgrade crappy ones I had I went to install them today and they wouldn't work on lows by work like a charm on highs. I don't think I blew fuses because I but the 35w back in with slim ballast and they worked.
