I bought this for my Eurospec 318is when I lived in Italy and didn't need it. Still don't, so here it is for sale. $30 shipped CONUS.
 

 
Trades considered for an OEM shift knob, tow loop, OEM jack, etc.

forgive my ignorance, but under what circumstances would you use a non-airbag steering knuckle for?  (such as rack swaps or steering wheel swaps??)

You're correct in that it would be used for swapping in an E36 rack. It just occurred to me that I did use this in my car, but I removed it and the E36 rack when I sold the car. The references show a modification with spacers to shorten the joint, but it fit just fine without doing that with my car.
