m42 no start, timing questions

I bought a non-op 91 318is.  Figured it had a fuel issue but it has not been so easy.  I have good fuel pressure to the rail and out the rail, I even tossed in a good set of injectors and nice fpr because I had them and had the manifold off.    I have spark to each cylinder.  I also have compression.  When I went to check the timing, my cam sprockets line up and both their arrows make a 90 degree angle to the surface of the head at teh same time and the #1 piston is at tdc with them.  I then checked my crank for tdc and it was not lined up with the arrow on the block.  

why would these not line up? If my chain slipped how would the cams be lines up still and how would I have compression?

another thing is that the injectors all fire at the same time.  I cranked the car with the injectors hooked to in-let and out-let and the injectors fired simultaneously.

I haven't had one apart yet for timing the cams, otherwise I'd weigh in.  Follow the Bentley or BMW spec.

The injectors can all fire at once, especially when the car is in open loop, WOT or cold start mode.  They don't always fire at an open valve, especially at high RPM.
