Maybe.  I'd figure German servers should be more accurate, if the stereotypes are true.  My grandmother would not approve if Germany has gotten sloppy.

Well... I was in Leipzig, which is where some of the Porsche's are built.  Ya'll know how sloppy those guys are compared to our Bavarian friends.   :P

However, it was probably operator error.

Just an aside, those extra bolt holes on the water pump are there to help remove the pump. You use the mounting bolts in the extra holes to push the pump out of the block.
