Evaporative/Charcoal Canister Damage

1991 318is US model.  

Overall, my canister is in good shape.


However, it appears the canister bottom was damaged.


The white stuff protruding from the holes is similar to cotton.  The black material on the lower half is similar to the sound insulation under the engine hood.

I'm concerned primarily with passing a Pennsylvania emissions visual inspection.  Secondly, I'd like to at least be aware if I have a defect in the system, especially one that integrates with the engine vacuum.  

So my questions are: What is the bottom supposed to look like (a picture gets you 1,000 beemer points)?  As it stands, is my charcoal canister functional?

Nobody has seen the bottom of an intact canister?

Just remove it, its an emissions thing. Consider it a weight reduction
