Idle control value

Well  engine  runs great ( New rebuilt )  but idle is poor. Looking for ohm value on idle control valve across  the two lead  connectors. I'm reading 8 ohm  and when I vary the valve it seems to go down a bit but comes back up to 8 ohm value even with valve in different position. This seems wrong. Purcell said value  is 4 ohms. Is this right?  Thanks

The M42 ICV is electrically actuated and spring returned. I'm not sure of the exact method of control, but a fixed impedence may be satisfactory. What are the symptoms of the bad idle?
