Steering wheel part - slip ring?

Over the las few weeks my steering has been making a plastic on plastic grinding noise. At times the wheel has been hard to turn. Originally I thought it was due to the plunger binding on the horn ring due to old or no grease.

I took the wheel off today and found a sealed plastic disc containing some sort of tape in it. The tape is wound around the ID in many layers. There is also some sort of guide for the tape. The tape is coated with something and is about 8mm wide. One end of the tape attaches to the plug for the back of the air bag and the other end of the tape conects to the orange plug that connect under the steering column. The tape is all balled up inside making noise and the steering difficult.

Real OEM shows a part for the steering wheel called the "slip ring". My guess is that's what the part with the tape is. Realoem list the price for this thing at $150.

Can any one tell me about this part, what is does, what problem may be caused if I countinue to drive the car? Any one have an old air bag wheel lying around without an air bag they want to sell?
