Are these Euro Smiley lights good?

I thought I'd post here to get some opinions on them before buying. I've heard that some lights aren't worth the money even though they're cheap.

This is the first time I've come across "crosshair" lights. Anyone care to shed some... light on the matter?

Aside from this ebay listing, anyone know of a site that has a decent price on a good set of euro smiley projectors?
