Radiator hose cold, good or bad?

The lower radiator hose that goes into the thermostat housing (passenger side hose) is fairy cold to the touch even after a nice drive.  Is this normal on this engine?  I have a feeling it isn't.

that should be the only one that is hot until the tstat opens. You could have a clog somehwhere or the water pump is not pumping the coolant. What does the temp needle show? Maybe if it was really really cold outside, it will just take longer to heat up.
