Running without the ICV plugged in?

Would that have any negative effects? I decided to unplug the ICV since it's defective and would cause surging idle while plugged in. I tried cleaning it to no avail. Ufortunately I have no funds to buy a brand new replacement. (already got another from the yard and it was way more worse) i did notice that the ICV had a preset opening to it and the car starts regardless. Obviously the car would give me the code for the ICV being unplugged like hey why yu unplug me?! code. but i have no issues with surging idle now that it is not powered. and also i have already taken care of the mess under the manifold. so it really is the ICV this time.

So back to my original question.. would this have any negative effects?

The ICV should have a rest position when it's not powered.  You might have some troubles with emissions testing, but you could just plug it back in.

I don't think it'd have much negative effect, since I think a plugged up one is worse for the car than none at all.  You might get some hard starts when the car is cold, and some stalls when you abruptly let off the gas.  From what I've seen it's more for tweaking the idle than anything else.

yeah i noticed the rest position does have a minimum 10mm opening or so. actually been running the car for a two weeks now without the icv plugged in: very true about the cold start. i would have to give it a bit of gas when i start it in the morning. my main problem is actually hot starts.. but that's a whole different story. thanks for the input DesktopDave.
