Radiator Hose Lower Left

Can anyone tell me the purpose of the smaller lower radiator hose?

does it basically just connect the expansion tank to a high point in the cooling system?

Yes.  It actually is connected to the plastic coolant pipe on the left side of the block.  Which in turn is connected to the block, the heater core and the throttle body heater system.

The bleed screw is the highest point in the system. . .
