Why oh, why do my brake shoes rub?

I have a 1991 318is.  The rear wheels, calipers, and discs are off.  The lining of the left parking brake shoe was cracked.  Judging from the lining, the front brake shoe did not fully disengage from the rotor.  I have lowered the parking brake handle and loosened the cable nuts until there was obvious slack in the cables.  I also fully contracted the adjuster located between the top of the brake shoes on both wheels.  However, with the discs reinstalled, the brake shoes (new on the left, old on the right) still contact the disc when I rotate it by hand.  The grinding noise is not faint, but I can rotate the wheel without much difficulty.

Is this normal?  What should I do?  I'm not in love with the backing plates.  The spring-loaded retaining pins have left clear indentations on the back (inside) side of the plates.  Is that a source of play I should be concerned about?  Thank you!
