doesn anyone know the trick to draining your power steering rack,  my resivore is top level

One option is a syringe. Simple and very effective :)

But I would not worry about it. The cap has a hole for overfilling situations.

Don't drain the rack if you plan on keeping your pump running on the belt. You will destroy the pump.
