If you take out the ICV and you shake it, you should hear a clicking. That is the door valve opening closing. If it is gunked up, you will hear this. Also never use WD40. I try to fill mine up with carb cleaner, then start to tap it with a rubber mallet to loosing debris up. Do it at least 5 times and the longer it sits with the liquid inside, the better. If you unplug the ICV, the car should go into a loop, with RPMS going up then down, then back up, then down until you plug it back in. Looks like you might have an intake leak somewhere.
