What is the way to go in order to get 200 horsepower at the cranskshaft while being on a low budget ? Would it be with the use of forced induction devices or by staying normally aspirated ?

Forced induction. It is the cheapest way, although even there it won't be budget-friendly. I think an M50 swap with some bolt-ons is the cheapest way there.

What engine should I pick ? I have two choices I think. One engine is available with variable valve timing and the other does not have this function.

From what I understand, the non-variable timing one is better for forced induction and tracking. The one with VANOS is better normally aspirated. At least that's what I have heard.

Getting 200 out of an m42/m44 isnt going to be cheap.
Unfortunetly they came quite strangled from the factory so you would have to replace/upgrade these parts to see any worthwhile gains.

Cheapest option, and i hate saying this, is swapping in a straight six.

It all depends on what you consider "low budget", a guy came into the garage today where i work at part time, he had spent more on his intercooler setup then i had on my entire car!
