I don't know if they are Hella, but I am pretty sure that in Euro cars, they had the option to have non-sealed beam headlights that weren't ellipsoids.  Looks like these may fit the bill.

I am 99% positive they are "EUR0"
 
But I am positive that they are hella, i swear that i though those style (non sealed non projectors) also used the H1 Bulb like the euro ellipsoids...
 
i could be wrong though.
 
And they do have the european ___/ ___/ cut off.
