Touch Up Paint / Rock Chip Finishing?

I ordered some BrilliantRot paint for some scratches & the bizillion rock chips on my hood.  So, what is the easiest/best/cheapest way to bland & flatten out the little bump that is left with the extra paint?  I have seen a product called langka or something that is supposed to be really simple.

How about cleaning everything with rubbing alcohol & a toothbrush prior to painting.  Let it dry 24 hours.  Then maybe a tightly woven cotton rag with some rubbing compound, or like 1500 grit paper?  I do not want to scuff up the surrounding paint too much, so how the hell should I tackle this?  Body paint is a pretty new item to me.  Thanks!

To remove wax and dirt use some stuff called Prep-Sol. You might try filling the chip with paint and then sanding carefully with 1500 grit and then buff using polishing compound for the gloss. It's liquid - not like orange or white rubbing compound. I'd also try using an aerosol bottle with thinned paint (the reusable kind from AutoZone). Maybe under the trunk mat to see if you could feather them in.
