idle control valve hose causing low idle??

the idle control valve hose was ghetto rigged by previous owner where they took the split end of the hose and connected it too the bellow with zip ties and had two seprate hoses coming off of it. Could that be causing low idle and sputters? its stays at 500 rpm or lil lower give or take
