I was going to take off the throttle body on my way to get to the ICV. As I was looking at the lower bolts I noticed that the plate under the throtle body - that has a coolant hose on both sides, is loose and rattling. Guessing this isn't right. What is that part called? Can't find it in the Bentley. Wonder if I just found my hesitation/surging problem......

I'm guessing it's the lower half of the throttle body pre-heater, and unlikely to be related to your idle problem, unfortunately. That bit just prevents TB icing at high altitudes/cold running/etc.
It's in
this diagram at RealOEM
on the right side, between part #14 (hose) and #15 (clamp). No part number from what I can tell.
We typically remove that as a part of the "hose delete mod". I'd highly suggest that mod if you're comfortable with it...as Florida isn't subject to much in the way of TB icing. My idle improved a good bit when I did it myself.

yep, that's it. It's not actually attached as near as I can tell - it slips into a couple of loose retainers. Bummer when you find something loose and it turns out to be right.....

Mine was retained by a half-moon shaped bracket on the front of the TB, not loose at all. Two small bolts held it on either side of the intake boot.

Here is a pic. 92 318i. The tab on the left is easy to see, there is also one on the right side of the picture. The coolant loop is just a U that goes around the tube connection in the center and is a separate piece

Back to OP's topic, you do not need to remove this to get to the ICV. But as you are in there, you can easily remove them to gain space and remove hoses.

True, but this is my 14 year old's learning car, so I wanted him to take stuff apart to get comfortable doing it. Plus, when I was looking this morning and felt it wiggle, I got all excited that I found the source of the drivability problem.
