Engine + Driveline / Hello! - First Post - Loss of power/Not revving past 3K

Hello m42 Club!
I recently purchased a 1995 318is automatic from a friend, for $450! It was sitting for about 6 months due to a water pump issue which I've already fixed. Here are a few things though that I've come across since owning it.
When I finished installing the new water pump, I let the car get to operating temp to see if the needle would go past half, and checked that the fan would turn on. All went well. On my test drive however, I noticed that it seemed to lack power. I drove up a hill and the rpm would not go past 3,000rpm. So I parked, and tried revving the car in neutral, and it would bounce off 2.5K to 3K like it was on rev limiter. So I checked online and saw a bunch of posts that it could be a clogged cat, and to try using seafoam. I needed to get the car smogged the next day so I did the seafoam at night and let it sit overnight and drove it to the smog shop the next morning. Fastest I could go was 65mph keeping the throttle below 3K to avoid bogging.
It passed smog, then drove the car around all day. My friend and I were able to seafoam the car again that evening. Driving home I was able to even get up to 3K and cruise normally, but still felt hesitation like it was under power.
This only happens when the car is warmed up and at operating temp (closed loop).
When in open loop I can rev to 5K no problem and the car drives with lots of power.
I've replaced the crankshaft position sensor, TPS, and fuel pressure regulator, cleaned the ICV, and the fuel filter looks new.
Any ideas?
