Title: Coolant temp sensor low voltage?

hey guys I'm gettting 3.4v at the coolant sensor loom pin, been tracing it back and still 3.4 at the loom under the cowl, it seems to split into the ecu and the fuse box? which was exactly does it go? and what is causing low voltage? car is a 1994 318is m42, many thanks. Serge.
