Jason,

Go to your nearest parts store or convenience store (Walmart, KMart, etc) - and get a can of brake cleaner (Brakleen works best) and a can of WD40.

Remove the ICV from the vehicle.

Spray the brake cleaner thouroughly inside of the ICV and then let it soak for about 10-15 mins.  After letting it soak, shake the ICV so that the cruddy liquid comes out.  Soak it again, then do the same procedure, shake it out and then let it dry for about 20 minuntes.  After it has dried, squirt WD40 inside the chamber and now reinstall.  You should notice a difference in idle and while driving.
