its below the front bumper, i dont know what its called is it a lip or whats the proper name?

Well the valence holds the fogs, while the lip is just an add on to the bottom of the valence. I'm assuming you mean the valence, so yeah.

The top one is called the Front Apron and part number 51711945559
The bottom one is called the Front Spoiler or the "iS lip" and is part number 51711968488
