Title: Cooling Question

Hey guys just got done putting the engine back together and after 3 months of agonizing pain i finally got to drive it yesterday.
 
Before i ask my question i have done a few things mainly to keep my car cool on the track.
71*C thermostat
Electric Fan
 
Anyway here is my question...
 
I noticed that now that i put in the 71* Thermostat it will not warm up all the way to the center anymore (duh!) but it stays in between the blue and the 1/4 mark. Is the M42 ok to run that cold all the time? Granted it is 34* outside now but i still expected it to raise in between the 1/4 and 1/2.
 
Also the past two times that i have been driving it the thermostat hasnt even opened (One warm hose and a cold hose)
 
Should i go back to the 80*C thermostat?
 
I dont want to run my car hard if the engine is not up to operating temps.
