Title: Repaint question- bad idea? Perhaps not...

Is it possible to repaint only the clearcoat?   How about just the peeling (really peeled, I guess) arears?  Could just the bad areas be repainted with clear laquer?  I really don't want to paint entirely over the nice solid factory paint- just new clear coat for those spots where the clear isn't there- thats all it needs....
