Title: ICV valve question

Does air go through the ICV valve when i use the throttle or only at idle and when i step on the gas it's closed?

Some air gets through the ICV when you press on the throttle because it doesn't make a perfect seal but its an extremely small amount compared to whats going through the throttle.

I'm asking because i changed my ICV with an E30 one. The engine idles perfect and runs perfect but when i hit the gas a "swooosh" can be heard from under the upper intake. All hoses checked and double checked.
