Resistance is 8.7 on all 4...but they sat on my workbench for like 8 years but would really like to know the operating voltage

Those 0.6v is between the leads of the injector, should i measure between the + of the injector and the ground?

Made a setup to clean the injectors, they wont open with 1.5 or 3v, with a 9v battery they do open. So cleaned them hardy any crap came out and they operate fine. I guess you cant measure operating voltage without an oscilloscope what do you people use to check voltage

It was the fuel pump only putting out 25 psi

Glad you got it figured out.  I'd change the fuel filter as well.

As far as injector operating voltage, I would think that they operate closer to 12v, but I could be wrong.

Thanks for that, i put in a brand new filter when started finishing 2 weeks ago, engine did fire up with the itb's and return line blocked but just idle. Now waiting for a new pump and inline fuel pressure regulator
