Title: Hard-start issue

Hello all. I've been into e30's for a long time but I recently purchased a 1995 318is. I'm in the process of solving a non start issue. The car will crank and crank but 95% of the time not start. it stumbles and almost catches but will not fire up. On rare occasions when it does fire up, it runs and Drives perfectly. No hesitations or power loss, perfect. I've tested the crank and cam position sensor ohms and they are withing spec. Spark when cranking is intermittent and voltage to fuel pump spikes up and down rapidly when cranking. I've check all the fuses as well as most the relays. I'm wondering if the ignition switch could be going out? I'm really stumped with this one and any help would be great.
