My insurance company tells me they can give me a discount if I prove that my car has anti-lock brakes and a air-bag. The build sheet shows the air-bag, so thats cool, but what about the brakes? was anti-lock brakes on all 91 318is cars?

I believe so. I had a January 1986 325 that had ABS as well.

ABS was standard on all '91s, as well as the airbag except convertibles IIRC.
Your build sheet should have them both as installed options regardless. I think they're the following codes:
210 ANTI-BLOCKIER-SYSTEM (ABS)
242 DRIVER AIR BAG+SERIES STRG WHL RIM(PUR)

yeah, thats the weird thing. it definitely has ABS, but its not on the build sheet.

I'd forward this article from Edmunds (http://www.edmunds.com/bmw/3-series/1991/?sub=coupe) to your insurer. Alternatively, will they accept a pro mechanic's advice or affidavit?
Mine didn't have ABS listed as an option either, I just double-checked.

How much money they will deduct from your insurance? I think it better if they will just decrease the insurance rate (http://www.insurancefindertool.com/how-much-car-insurance-do-i-need/).

My convertible has ABS and Airbags. It seems to me it's standard on all the models.
