Title: Swaping the basic overhead check panel to the one with more options

I have a 91 318i sedan. It just has the basic overhead check panel, pretty much does nothing.

I would really like to install the one with more options that monitors your brake lights, etc. Would the wiring harness already be in place under the headliner?

Sadly, it is not possible to install the nice check panel & have it be functional without a ton of work. The main chassis harness needs all sorts of splices, and relay boxes installed i various places. I looked pretty far into this years ago, and the easiest way (I use the word loosely) would be to pull the entire chassis harness from a 325e/i and swap that into your 318.

+1 on that.  And you'd never have the oil level functionality either - no float on our motors.

I always thought that'd be a great place to install a charging cradle for my smartphone though, or a Garmin GPS with an external antenna.
